In alignment with the UK government’s net zero ambitions, The Crown Estate (TCE) is leasing Project Development Areas (PDAs) in the Celtic Sea for Floating Offshore Wind (FLOW) development. To accelerate the consenting process for these projects, a Pre-Consenting Survey (PCS) programme is being conducted from 2023 to 2025, designed to deliver robust datasets to inform Environmental Impact Assessments (EIA), concept designs, and financing.
As part of this programme, we were commissioned by ABPmer to provide key environmental support during the geophysical survey campaigns led by Fugro.
Key contributions:
Marine mammal observations
We supplied qualified and experienced Marine Mammal Observers (MMOs) and Passive Acoustic Monitoring (PAM) operators to conduct marine mammal mitigation during geophysical data collection aboard the Kommandor Iona and Fugro Searcher. These efforts ensured compliance with environmental best practices and licensing requirements.

Seabird observations
An Ocean Ecology marine mammal and seabird observer (MMSO) with a European Seabirds at Sea (ESAS) qualification, gathered supplemental seabird data to enhance The Crown Estate’s dataset. This work aimed to address data gaps and provide a comprehensive understanding of seabird populations across the survey area.

Sea Ranger training programme
We supported the Sea Ranger training programme, providing experienced MMSOs to deliver in-field training and quality control for Sea Ranger trainees. The Sea Ranger initiative helps equip young individuals with an interest in marine conservation with practical experience and skills to advance their careers.
